Job Purpose:

Under the supervision of the Deputy Head of Nutrition, the Programme Policy Officer will support the Nutrition Unit (NU) in providing operational and technical support to WFP’s nutrition activities. Main duties will include supporting the preventive nutrition programme activities across WFP operations in Afghanistan. The programme policy officer will work with the team to lead improvements in programming, quality implementation, and ensure that guidance and standards for BSFP activities are upheld. He/She serves as the WFP BSFP focal point internally to WFP other functions and units and externally to the nutrition community and coordination platforms in Afghanistan.

Key Accountabilities:

Prevention Programmes Management:

  • In close coordination with AO and CPs management section, support the identification of potential partners, coordinate in the preparation, review and submission of Field Level Agreements (FLAs) and amendments for BSFP CPs.  Participate in the CPs evaluation exercise and follow up with AOs on implementation of the improvement plan.
  • Ensures that BSFP is designed in line with the WFP SOP and guidelines for the BSFP and support developing job aids and other SBC martials for BSFP..
  • Support emergency unit with the BSFP targeting, retargeting and prioritization process and CP training.
  • Provide input into the BSFP monthly report that is provided to the CO.
  • Liaise with Area Offices (AO) and CPs and undertake field missions visits to view projects outputs and beneficiaries to ensure that progress is made with a focus on improving the program quality.
  • Review CP, Third Party Monitors (TPM) and BSFP sites reports and follow up with the area offices to address issues raised during the monitoring. Follow up on the CFM and TPM findings related to the BSFP distribution and follow up on any issues related to commodity waste, misuse, sell and leakages.
  • Support the AO to ensure that regular (quarterly/biannual) CPs review meetings are conducted to monitor ongoing projects, ensuring effective collaboration, timelines and efficiency, and highlight potential risks to project delivery.
  • Support the preparation of accurate and timely reporting and learning, contributing to knowledge base that informs decision making of WFP and other stakeholders Regularly review nutrition dashboards, supply trackers, relevant databases and share summary of findings and recommendations with the nutrition unit as needed for donor or other reports.
  • Participate in the review of any policy, operational or programme design documents.
  • Develop presentations, success stories at the field level when required to do so.

Supply Chain:

  • In close coordination with DHON follow up on SNF pipeline to mitigate pipeline breaks including adaptations to ensure continued programme implementation.  Follow up with AO to prioritize dispatches and distributions with BDD and TDD restrictions. Checks regularly with the supply chain on the BSFP supplies and flag timely any pipeline issues.
  • Supporting the respective logistic and nutrition focal point in the field offices to ensure timely delivery of nutrition supplies to WFP and/or Partner warehouses.

Job Requirements:

Education: 

  • Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or relevant field.
  • or First University degree with additional specialized training and additional two year of most related professional work experience.

Minimum Work Experience: 

  • At least one year of postgraduate professional experience with nutrition/health/food security or related field.
  • Experience with nutrition interventions (treatment of severe or moderate acute malnutrition, prevention, screening, and nutrition assessment), specialized nutritious products, and nutrition data analysis.

Desirable Work Experience:

  • Experience in developing and implementing nutrition and/or multi-sectoral programmes.
  • Experience in building partnership and coordinating with different internal and external stakeholders and co-creating innovative solutions.

Knowledge & Skills:

  • Editorial skills including use of research to produce quality documents, recommendations and reports
  • Conceptual knowledge of Nutrition in emergencies.
  • Knowledge of global nutrition and global humanitarian architecture including the cluster approach.
  • Demonstrated excellent teamwork and ability to work effectively in multicultural settings.

LANGUAGE:

  • Good oral and written languages skills in English, Dari and Pashto.
